A Bíblia reconhece a necessidade de leis e governo civil. Os cristãos são chamados a obedecer às autoridades estabelecidas por Deus, enquanto mantêm a lealdade suprema a Cristo.

Toda autoridade é instituída por Deus. O cristão é chamado a respeitar as leis, pagar tributos e honrar quem governa.
Submission to the Authorities
Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God’s wrath but also for the sake of conscience. For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed.
Fulfilling the Law Through Love
Owe no one anything, except to love each other, for the one who loves another has fulfilled the law.
Keep your conduct among the Gentiles honorable, so that when they speak against you as evildoers, they may see your good deeds and glorify God on the day of visitation.
Submission to Authority
Be subject for the Lord’s sake to every human institution, whether it be to the emperor as supreme, or to governors as sent by him to punish those who do evil and to praise those who do good.
Tell us, then, what you think. Is it lawful to pay taxes to Caesar, or not?" But Jesus, aware of their malice, said, "Why put me to the test, you hypocrites?Show me the coin for the tax." And they brought him a denarius.And Jesus said to them, "Whose likeness and inscription is this?"They said, "Caesar’s." Then he said to them, "Therefore render to Caesar the things that are Caesar’s, and to God the things that are God’s."

The Temple Tax
When they came to Capernaum, the collectors of the two-drachma tax went up to Peter and said, "Does your teacher not pay the tax?" He said, "Yes." From their sons or from others?"And when he said, "From others," Jesus said to him, "Then the sons are free.However, not to give offense to them, go to the sea and cast a hook and take the first fish that comes up, and when you open its mouth you will find a shekel.Take that and give it to them for me and for yourself."
Come to terms quickly with your accuser while you are going with him to court, lest your accuser hand you over to the judge, and the judge to the guard, and you be put in prison.Truly, I say to you, you will never get out until you have paid the last penny.
and you will be dragged before governors and kings for my sake, to bear witness before them and the Gentiles.When they deliver you over, do not be anxious how you are to speak or what you are to say, for what you are to say will be given to you in that hour.
The Birth of Jesus Christ
In those days a decree went out from Caesar Augustus that all the world should be registered. This was the first registration when Quirinius was governor of Syria. And all went to be registered, each to his own town. And Joseph also went up from Galilee, from the town of Nazareth, to Judea, to the city of David, which is called Bethlehem, because he was of the house and lineage of David, to be registered with Mary, his betrothed, who was with child.
