A Bíblia reconhece a necessidade de leis e governo civil. Os cristãos são chamados a obedecer às autoridades estabelecidas por Deus, enquanto mantêm a lealdade suprema a Cristo.

Toda autoridade é instituída por Deus. O cristão é chamado a respeitar as leis, pagar tributos e honrar quem governa.
Be Subject to the Governing Authorities
Every person must be subject to the governing authorities. For there is no authority except from God, and the authorities that exist have been appointed by God. So then, whoever resists authority opposes what God has instituted, and those who do so will bring judgment on themselves. For rulers are not a terror to good works, but to evil works. Do yoʋ wish to have no fear of the one in authority? Do what is good, and yoʋ will have praise from him. For he is God’s servant for your good. But if yoʋ do evil, be afraid, for he does not bear the sword in vain. As God’s servant, he is an avenger who executes wrath on the one who does evil. Therefore it is necessary to be subject to authority, not only because of wrath, but also because of conscience. That is also why you pay taxes, for the authorities are servants of God, attending continually to this work. Therefore render to all their due: taxes to whom taxes are due, revenue to whom revenue is due, fear to whom fear is due, and honor to whom honor is due.
Love One Another
Owe nothing to anyone, except to love one another, for he who loves others has fulfilled the law.
keeping your conduct honorable among the Gentiles, so that when they speak against you as evildoers, they may see your good works and glorify God on the day of his visitation.
Therefore, be subject to every human institution for the sake of the Lord, whether to the king as supreme or to governors as those who are sent by him to punish evildoers and to praise those who do good.
Tell us then, what do yoʋ think? Is it lawful to pay taxes to Caesar or not?" But Jesus knew their evil intent and said, "Why are you testing me, you hypocrites? Show me the coin for the tax." So they brought him a denarius. Then he said to them, "Whose image and inscription is this?" They said to him, "Caesar’s." So he said to them, "Then render to Caesar the things that are Caesar’s, and to God the things that are God’s."

Paying the Temple Tax
When they came to Capernaum, the collectors of the two-drachma tax came to Peter and said, "Your teacher pays the two-drachma tax, doesn’t he?" He said, "Yes." And when Peter came into the house, Jesus spoke to him first, saying, "What do yoʋ think, Simon? From whom do the kings of the earth receive toll or tax? From their own sons or from strangers?" Peter said to him, "From strangers." And Jesus said to him, "Then the sons are free. But so that we may not offend them, go to the sea, cast a hook, and take the first fish yoʋ catch. When yoʋ open its mouth, yoʋ will find a stater coin. Take it and give it to them for yoʋ and me."
Make friends with yoʋr adversary quickly while yoʋ are on the way with him, lest yoʋr adversary hand yoʋ over to the judge, and the judge hand yoʋ over to the guard, and yoʋ be thrown into prison. Truly I say to yoʋ, yoʋ will certainly not come out of there until yoʋ have paid the last penny.
For my sake you will even be brought before governors and kings as witnesses to them and to the Gentiles. When they hand you over, do not be anxious about how to speak or what to say, for what you are to say will be given to you in that hour.
The Birth of Jesus
In those days a decree went out from Caesar Augustus that all the world should be registered in a census. This was the first census, and it took place when Quirinius was governor of Syria. So everyone went to be registered, each to his own town. Joseph also went up from Galilee, from the town of Nazareth, to Judea, to the city of David, which is called Bethlehem, because he was of the house and family of David, to register himself along with Mary, his betrothed wife, who was with child.
