1 Now when the adversaries of Judah and Benjamin heard that the children of the captivity were building a temple unto Jehovah, the God of Israel; 2 then they drew near to Zerubbabel, and to the heads of fathers’ houses, and said unto them, Let us build with you; for we seek your God, as ye do; and we sacrifice unto him since the days of Esar-haddon king of Assyria, who brought us up hither. 3 But Zerubbabel, and Jeshua, and the rest of the heads of fathers’ houses of Israel, said unto them, Ye have nothing to do with us in building a house unto our God; but we ourselves together will build unto Jehovah, the God of Israel, as king Cyrus the king of Persia hath commanded us. 4 Then the people of the land weakened the hands of the people of Judah, and troubled them in building, 5 and hired counsellors against them, to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia. 6 And in the reign of Ahasuerus, in the beginning of his reign, wrote they an accusation against the inhabitants of Judah and Jerusalem.

7 And in the days of Artaxerxes wrote Bishlam, Mithredath, Tabeel, and the rest of his companions, unto Artaxerxes king of Persia; and the writing of the letter was written in the Syrian character, and set forth in the Syrian tongue. 8 Rehum the chancellor and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king in this sort: 9 then wrote Rehum the chancellor, and Shimshai the scribe, and the rest of their companions, the Dinaites, and the Apharsathchites, the Tarpelites, the Apharsites, the Archevites, the Babylonians, the Shushanchites, the Dehaites, the Elamites, 10 and the rest of the nations whom the great and noble Osnappar brought over, and set in the city of Samaria, and in the rest of the country beyond the River, and so forth.

11 This is the copy of the letter that they sent unto Artaxerxes the king: Thy servants the men beyond the River, and so forth. 12 Be it known unto the king, that the Jews that came up from thee are come to us unto Jerusalem; they are building the rebellious and the bad city, and have finished the walls, and repaired the foundations. 13 Be it known now unto the king, that, if this city be builded, and the walls finished, they will not pay tribute, custom, or toll, and in the end it will be hurtful unto the kings. 14 Now because we eat the salt of the palace, and it is not meet for us to see the king’s dishonor, therefore have we sent and certified the king; 15 that search may be made in the book of the records of thy fathers: so shalt thou find in the book of the records, and know that this city is a rebellious city, and hurtful unto kings and provinces, and that they have moved sedition within the same of old time; for which cause was this city laid waste. 16 We certify the king that, if this city be builded, and the walls finished, by this means thou shalt have no portion beyond the River.

17 Then sent the king an answer unto Rehum the chancellor, and to Shimshai the scribe, and to the rest of their companions that dwell in Samaria, and in the rest of the country beyond the River: Peace, and so forth. 18 The letter which ye sent unto us hath been plainly read before me. 19 And I decreed, and search hath been made, and it is found that this city of old time hath made insurrection against kings, and that rebellion and sedition have been made therein. 20 There have been mighty kings also over Jerusalem, who have ruled over all the country beyond the River; and tribute, custom, and toll, was paid unto them. 21 Make ye now a decree to cause these men to cease, and that this city be not builded, until a decree shall be made by me. 22 And take heed that ye be not slack herein: why should damage grow to the hurt of the kings?

23 Then when the copy of king Artaxerxes’ letter was read before Rehum, and Shimshai the scribe, and their companions, they went in haste to Jerusalem unto the Jews, and made them to cease by force and power. 24 Then ceased the work of the house of God which is at Jerusalem; and it ceased until the second year of the reign of Darius king of Persia.

Vers. 10., împăratul Asiriei, care ne-a adus aici." 3 Dar Zorobabel, Iosua și ceilalți capi ai familiilor lui Israel le-au răspuns: „Nu*Neem. 2:20. se cuvine să zidiți împreună cu noi Casa Dumnezeului nostru, ci noi singuri o vom zidi Domnului Dumnezeului lui Israel, cum ne-a poruncit*Cap. 1:1-3. împăratul Cirus, împăratul perșilor." 4 Atunci, oamenii*Cap. 3:3. țării au înmuiat inima poporului lui Iuda, l-au înfricoșat, ca să-l împiedice să zidească, 5 și au mituit cu preț de argint pe sfetnici, ca să-i zădărnicească lucrarea. Așa a fost tot timpul vieții lui Cirus, împăratul perșilor, până la domnia lui Darius, împăratul perșilor. 6 Sub domnia lui Asuerus, la începutul domniei lui, au scris o pâră împotriva locuitorilor din Iuda și din Ierusalim. 7 Și, pe vremea lui Artaxerxe, Bișlam, Mitredat, Tabeel și ceilalți tovarăși de slujbă ai lor, au scris lui Artaxerxe, împăratul perșilor. Scrisoarea a fost scrisă cu slove aramaice și tălmăcită în limba aramaică. 8 Dregătorul Rehum și logofătul Șimșai au scris împăratului Artaxerxe scrisoarea următoare la Ierusalim. 9 Dregătorul Rehum, logofătul Șimșai și ceilalți tovarăși de slujbă ai lor, cei din Din*2 Împ. 17:30,31., din Arfarsatac, din Tarpel, din Afaras, din Erec, din Babilon, din Susa, din Deha, din Elam 10 și celelalte popoare pe care le-a mutat marele și vestitul Osnapar și le-a așezat în cetatea Samariei și în celelalte locuri de dincoace de râu și așa mai departe. 11 Iată cuprinsul scrisorii pe care au trimis-o împăratului Artaxerxe: „Robii tăi, oamenii de dincoace de râu, și așa mai departe. 12 Să știe împăratul că iudeii plecați de la tine și veniți printre noi la Ierusalim zidesc din nou cetatea aceea răzvrătită și rea, îi ridică zidurile și-i dreg temeliile. 13 Să știe dar împăratul că, dacă se va zidi cetatea aceasta și i se vor ridica zidurile, nu vor mai plăti nici bir*Cap. 7:24., nici dare, nici drept de trecere, și vistieria împărătească va suferi din pricina aceasta. 14 Și, fiindcă noi mâncăm sarea curții domnești și nu ne șade bine să vedem pe împărat păgubit, trimitem împăratului aceste știri. 15 Să se facă cercetări în Cartea Cronicilor părinților tăi și vei găsi și vei vedea în Cartea Cronicilor că cetatea aceasta este o cetate răzvrătită, vătămătoare împăraților și ținuturilor și că s-a dedat la răscoală încă din vremuri străbune. De aceea a fost nimicită cetatea aceasta. 16 Facem cunoscut împăratului că, dacă va fi zidită din nou cetatea aceasta și dacă i se vor ridica zidurile, prin chiar faptul acesta nu vei mai avea stăpânire dincoace de râu." 17 Iată răspunsul trimis de împărat dregătorului Rehum, logofătului Șimșai și celorlalți tovarăși ai lui de slujbă, care locuiau la Samaria și în alte locuri de cealaltă parte a râului. „Sănătate și așa mai departe. 18 Scrisoarea pe care ne-ați trimis-o a fost citită întocmai înaintea mea. 19 Am dat poruncă să se facă cercetări și s-a găsit că, din vremuri vechi, cetatea aceasta s-a răsculat împotriva împăraților și s-a dedat la răscoală și la răzvrătire. 20 Au fost la Ierusalim împărați puternici, stăpâni*1 Împ. 4:21.Ps. 72:8. peste toată țara de dincolo*Gen. 15:18.Ios. 1:4. de râu și cărora li se plătea bir, dare și drept de trecere pe drum. 21 Ca urmare, porunciți să înceteze lucrările oamenilor acelora și să nu se mai zidească cetatea aceasta până ce nu vor avea o învoire din partea mea. 22 Vedeți să nu vă abateți de la porunca aceasta, ca să nu crească răul acela spre paguba împăraților." 23 Îndată ce s-a citit cuprinsul scrisorii împăratului Artaxerxe înaintea lui Rehum, înaintea logofătului Șimșai și înaintea tovarășilor lor de slujbă, s-au dus în grabă la Ierusalim, la iudei, și i-au oprit cu silă și cu putere de la lucrările lor. 24 Atunci s-a oprit lucrarea Casei lui Dumnezeu la Ierusalim și a fost oprită până în anul al doilea al domniei lui Darius, împăratul perșilor.
