1 Ora, o povo, homens e mulheres, começou a reclamar muito de seus irmãos judeus.2 Alguns diziam: "Nós e nossos filhos e filhas somos numerosos; precisamos de trigo para comer e continuar vivos".3 Outros diziam: "Tivemos que penhorar nossas terras, nossas vinhas e nossas casas para conseguir trigo para matar a fome".4 E havia ainda outros que diziam: "Tivemos que tomar dinheiro emprestado para pagar o imposto cobrado sobre as nossas terras e as vinhas.5 Apesar de sermos do mesmo sangue dos nossos compatriotas e dos nossos filhos serem tão bons quanto os deles, ainda assim temos que sujeitar os nossos filhos e as nossas filhas à escravidão. E, de fato, algumas de nossas filhas já foram entregues como escravas e não podemos fazer nada, pois as nossas terras e as nossas vinhas pertencem a outros".6 Quando ouvi a reclamação e essas acusações, fiquei furioso.7 Fiz uma avaliação de tudo e então repreendi os nobres e os oficiais, dizendo-lhes: "Vocês estão cobrando juros dos seus compatriotas! " Por isso convoquei uma grande reunião contra eles8 e disse: "Na medida do possível nós compramos de volta nossos irmãos judeus que haviam sido vendidos aos outros povos. Agora vocês estão até vendendo os seus irmãos! E assim eles terão que ser vendidos a nós de novo! " Eles ficaram em silêncio, pois ficaram sem resposta.9 Por isso prossegui: "O que vocês estão fazendo não está certo. Vocês devem andar no temor do Senhor para evitar a zombaria dos outros povos, os nossos inimigos.10 Eu, os meus irmãos e os meus homens de confiança também estamos emprestando dinheiro e trigo ao povo. Mas vamos acabar com a cobrança de juros!11 Devolvam-lhes imediatamente suas terras, suas vinhas, suas oliveiras e suas casas, e também o juro que cobraram deles, a centésima parte do dinheiro, do trigo, do vinho e do azeite".12 E eles responderam: "Nós devolveremos tudo o que você citou, e não exigiremos mais nada deles. Vamos fazer o que você está pedindo". Então convoquei os sacerdotes e os fiz prometer sob juramento cumprirem o que haviam prometido.13 Também sacudi a dobra do meu manto e disse: "Deus assim sacuda de sua casa e de seus bens todo aquele que não mantiver a sua promessa. Tal homem seja sacudido e esvaziado! " Diante disso, toda a assembléia disse "Amém" e louvou o Senhor. E o povo cumpriu o que prometeu.14 Além disso, desde o vigésimo ano do rei Artaxerxes, quando fui nomeado governador deles na terra de Judá, até o trigésimo-segundo ano do reinado, durante doze anos, nem eu nem meus irmãos comemos a comida destinada ao governador.15 Mas os governantes anteriores, aqueles que me precederam, puseram um peso sobre o povo e tomaram deles quatrocentos e oitenta gramas de prata, além de comida e vinho. Até os seus auxiliares oprimiam o povo. Mas, por temer a Deus, não agi dessa maneira.16 Ao contrário, eu mesmo me dediquei ao trabalho neste muro. Todos os meus homens de confiança foram reunidos ali para o trabalho; e não compramos nenhum pedaço de terra.17 Além do mais, cento e cinqüenta homens, entre judeus do povo e seus oficiais, comiam à minha mesa, como também pessoas das nações vizinhas que vinham visitar-nos.18 Todos os dias eram preparados, à minha custa, um boi, seis das melhores ovelhas e aves, e cada dez dias eu recebia uma grande remessa de vinhos de todo tipo. Apesar de tudo isso, jamais exigi a comida destinada ao governador, pois eram demasiadas as exigências que pesavam sobre o povo.19 Lembra-te de mim, ó meu Deus, levando em conta tudo o que fiz por esse povo.

1 Then there arose a great cry of the people and of their wives against their brothers the Jews.2 For there were some that said, We, our sons and our daughters, are many: let us get grain, that we may eat and live.3 There were also some that said, We are mortgaging our fields, and our vineyards, and our houses: let us get grain, because of the famine.4 There were also some that said, We have borrowed money for the king's tribute [on] our fields and our vineyards.5 Yet now our flesh is as the flesh of our brothers, our sons as their sons: and, look, we bring into slavery our sons and our daughters to be slaves, and some of our daughters are brought into slavery [already]: neither is it in our power to help it; for other men have our fields and our vineyards.6 And I was very angry when I heard their cry and these words.7 Then I consulted with myself, and contended with the nobles and the rulers, and said to them, You{+} exact usury, every one of his brother. And I held a great assembly against them.8 And I said to them, We after our ability have redeemed our brothers the Jews, who were sold to the nations; and would you{+} even sell your{+} brothers, and should they be sold to us? Then they held their peace, and never found a word.9 Also I said, The thing that you{+} do is not good: Shouldn't you{+} walk in the fear of our God, because of the reproach of the nations our enemies?10 And I likewise, my brothers and my attendants, lend them money and grain. I pray you{+}, let us leave off this usury.11 Restore, I pray you{+}, to them, even this day, their fields, their vineyards, their oliveyards, and their houses, also the hundredth part of the money, and of the grain, the new wine, and the oil, that you{+} exact of them.12 Then they said, We will restore them, and will require nothing of them; so we will do, even as you say. Then I called the priests, and took an oath of them, that they would do according to this promise.13 Also I shook out my lap, and said, So may God shake out every man from his house, and from his labor, that does not perform this promise; even thus will he be shaken out, and emptied. And all the assembly said, Amen, and praised Yahweh. And the people did according to this promise.14 Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even to the two and thirtieth year of Artaxerxes the king, [that is], twelve years, I and my brothers have not eaten the bread of the governor.15 But the former governors who were before me were chargeable to the people, and took of them bread and wine, besides forty shekels of silver; yes, even their attendants bore rule over the people: but I did not do so, because of the fear of God.16 Yes, also I continued in the work of this wall, neither did we buy any land: and all my attendants were gathered there to the work.17 Moreover there were at my table, of the Jews and the rulers, a hundred and fifty men, besides those who came to us from among the nations that were round about us.18 Now that which was prepared for one day was one ox and six choice sheep; also fowls were prepared for me, and once in ten days store of all sorts of wine: yet for all this I did not demand the bread of the governor, because the service was heavy on this people.19 Remember to me, O my God, for good, all that I have done for this people.
