1 "When the LORD your God cuts off the nations whose land the LORD your God gives you, and you dispossess them and dwell in their cities and in their houses,2 you shall set apart three cities for you in the land which the LORD your God gives you to possess.3 You shall prepare the roads, and divide into three parts the area of the land which the LORD your God gives you as a possession, so that any manslayer can flee to them.4 "This is the provision for the manslayer, who by fleeing there may save his life. If any one kills his neighbor unintentionally without having been at enmity with him in time past--5 as when a man goes into the forest with his neighbor to cut wood, and his hand swings the axe to cut down a tree, and the head slips from the handle and strikes his neighbor so that he dies--he may flee to one of these cities and save his life;6 lest the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and wound him mortally, though the man did not deserve to die, since he was not at enmity with his neighbor in time past.7 Therefore I command you, You shall set apart three cities.8 And if the LORD your God enlarges your border, as he has sworn to your fathers, and gives you all the land which he promised to give to your fathers--9 provided you are careful to keep all this commandment, which I command you this day, by loving the LORD your God and by walking ever in his ways--then you shall add three other cities to these three,10 lest innocent blood be shed in your land which the LORD your God gives you for an inheritance, and so the guilt of bloodshed be upon you.11 "But if any man hates his neighbor, and lies in wait for him, and attacks him, and wounds him mortally so that he dies, and the man flees into one of these cities,12 then the elders of his city shall send and fetch him from there, and hand him over to the avenger of blood, so that he may die.13 Your eye shall not pity him, but you shall purge the guilt of innocent blood from Israel, so that it may be well with you.14 "In the inheritance which you will hold in the land that the LORD your God gives you to possess, you shall not remove your neighbor's landmark, which the men of old have set.15 "A single witness shall not prevail against a man for any crime or for any wrong in connection with any offense that he has committed; only on the evidence of two witnesses, or of three witnesses, shall a charge be sustained.16 If a malicious witness rises against any man to accuse him of wrongdoing,17 then both parties to the dispute shall appear before the LORD, before the priests and the judges who are in office in those days;18 the judges shall inquire diligently, and if the witness is a false witness and has accused his brother falsely,19 then you shall do to him as he had meant to do to his brother; so you shall purge the evil from the midst of you.20 And the rest shall hear, and fear, and shall never again commit any such evil among you.21 Your eye shall not pity; it shall be life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

1 Moisés disse ao povo:

— O Senhor, nosso Deus, vai acabar com os povos que moram na terra que ele vai dar a vocês. Vocês os expulsarão e ficarão morando nas cidades e nas casas deles. 2,3 Então dividam o país em três partes e em cada uma delas escolham uma cidade para onde seja fácil fugir. E qualquer homem que tenha matado alguém poderá ir para uma daquelas cidades, e ali ninguém poderá matá-lo.

4 — Se um homem, sem querer ou por engano, matar alguém que não era seu inimigo, poderá fugir para uma dessas cidades, onde ninguém poderá matá-lo. 5 Por exemplo, dois companheiros entram no mato para cortar lenha. Um deles, ao cortar uma árvore, dá um golpe tão forte com o machado, que o ferro salta do cabo e bate no companheiro, e ele morre. Então aquele homem irá para uma dessas cidades, e ali ninguém poderá matá-lo. 6 Ora, se houvesse somente uma cidade para fugitivos, ela poderia estar tão longe, que o parente encarregado de vingar aquela morte teria tempo de pegar aquele que matou o companheiro. E o parente estaria tão furioso, que mataria o homem, embora este não merecesse a morte, pois foi sem querer que matou o companheiro. 7 Portanto, eu ordeno que escolham três cidades para fugitivos.

8 — Se o Senhor, nosso Deus, lhes der mais terras, conforme jurou aos nossos antepassados, e der a vocês toda a terra que prometeu a eles, 9 então escolham mais três cidades para fugitivos. (Deus lhes dará mais terras se vocês obedecerem a todos os mandamentos que estou dando a vocês hoje, se amarem o Senhor, nosso Deus, com todo o coração e se nunca se desviarem dos caminhos que ele mostra.) 10 Se escolherem mais essas cidades para fugitivos, então não morrerá nenhum homem inocente na terra que o Senhor Deus lhes está dando, e vocês não serão culpados da morte de homens inocentes.

11 — Mas pode acontecer que um homem tenha ódio de outro. Ele fica de tocaia e ataca e mata o inimigo. Aí ele vai para uma dessas cidades a fim de não ser morto. 12 Nesse caso, os líderes da cidade em que ele mora mandarão buscá-lo e o entregarão ao parente encarregado de vingar aquela morte, e o criminoso será morto. 13 Não tenham dó nem piedade. Tirem do meio de Israel o criminoso a fim de que tudo corra bem para vocês.

14 — Não mudem de lugar os marcos de divisa do terreno do vizinho. Elas foram colocadas há muito tempo na terra que o Senhor, nosso Deus, está dando a vocês.

15 — Quando alguém for acusado de ter cometido um crime, seja qual for, uma testemunha não basta; é preciso ter pelo menos duas testemunhas para confirmar uma acusação. 16 Se uma testemunha falsa acusar alguém de ter cometido um crime, 17 o acusador e o acusado irão ao lugar de adoração e ali apresentarão o caso aos sacerdotes e aos juízes que estiverem julgando naquele tempo. 18 Estes examinarão o caso com todo o cuidado, e, se for provado que o homem deu testemunho falso contra o seu patrício israelita, 19 será condenado, e o castigo dele será o mesmo que ele queria para o outro. Assim vocês tirarão o mal do meio do povo. 20 Todo o povo de Israel saberá do que aconteceu; todos ficarão com medo, e ninguém se atreverá a praticar uma ação tão má no meio do povo. 21 Não tenham dó nem piedade; o castigo será vida por vida, olho por olho, dente por dente, mão por mão, pé por pé.
