1 Jetro, sacerdote de Midiã e sogro de Moisés, soube de tudo o que Deus tinha feito por Moisés e pelo povo de Israel, como o Senhor havia tirado Israel do Egito.2 Moisés tinha mandado Zípora, sua mulher, para a casa de seu sogro Jetro, que a recebeu3 juntamente com os seus dois filhos. Um deles chamava-se Gérson, pois Moisés dissera: "Tornei-me imigrante em terra estrangeira";4 e o outro chamava-se Eliézer, pois dissera: "O Deus de meu pai foi o meu ajudador; livrou-me da espada do faraó".5 Jetro, sogro de Moisés, veio com os filhos e a mulher de Moisés encontrá-lo no deserto, onde estava acampado, perto do monte de Deus.6 E Jetro mandou dizer-lhe: "Eu, seu sogro Jetro, estou indo encontrá-lo, e comigo vão sua mulher e seus dois filhos".7 Então Moisés saiu ao encontro do sogro, curvou-se e beijou-o; trocaram saudações e depois entraram na tenda.8 Então Moisés contou ao sogro tudo quanto o Senhor tinha feito ao faraó e aos egípcios por amor a Israel e também todas as dificuldades que tinham enfrentado pelo caminho e como o Senhor os livrara.9 Jetro alegrou-se ao ouvir todas as coisas boas que o Senhor tinha feito a Israel, libertando-o das mãos dos egípcios.10 Disse ele: "Bendito seja o Senhor que os libertou das mãos dos egípcios e do faraó; que livrou o povo das mãos dos egípcios!11 Agora sei que o Senhor é maior do que todos os outros deuses, pois ele os superou exatamente naquilo de que se vangloriavam".12 Então Jetro, sogro de Moisés, ofereceu um holocausto e sacrifícios a Deus, e Arão veio com todas as autoridades de Israel para comerem com o sogro de Moisés na presença de Deus.13 No dia seguinte Moisés assentou-se para julgar as questões do povo, e este permaneceu de pé diante dele, desde a manhã até o cair da tarde.14 Quando o seu sogro viu tudo o que ele estava fazendo pelo povo, disse: "Que é que você está fazendo? Por que só você se assenta para julgar, e todo este povo o espera de pé, desde a manhã até o cair da tarde? "15 Moisés lhe respondeu: "O povo me procura para que eu consulte a Deus.16 Toda vez que alguém tem uma questão, esta me é trazida, e eu decido entre as partes, e ensino-lhes os decretos e leis de Deus".17 Respondeu o sogro de Moisés: "O que você está fazendo não é bom.18 Você e o seu povo ficarão esgotados, pois esta tarefa lhe é pesada demais. Você não pode executá-la sozinho.19 Agora, ouça-me! Eu lhe darei um conselho, e que Deus esteja com você! Seja você o representante do povo diante de Deus e leve a Deus as suas questões.20 Oriente-os quanto aos decretos e leis, mostrando-lhes como devem viver e o que devem fazer.21 Mas escolha dentre todo o povo homens capazes, tementes a Deus, dignos de confiança e inimigos de ganho desonesto. Estabeleça-os como chefes de mil, de cem, de cinqüenta e de dez.22 Eles estarão sempre à disposição do povo para julgar as questões. Trarão a você apenas as questões difíceis; as mais simples decidirão sozinhos. Isso tornará mais leve o seu fardo, porque eles o dividirão com você.23 Se você assim fizer, e se assim Deus ordenar, você será capaz de suportar as dificuldades, e todo este povo voltará para casa satisfeito".24 Moisés aceitou o conselho do sogro e fez tudo como ele tinha sugerido.25 Escolheu homens capazes de todo o Israel e colocou-os como líderes do povo: chefes de mil, de cem, de cinqüenta e de dez.26 Estes ficaram como juízes permanentes do povo. As questões difíceis levavam a Moisés; as mais simples, porém, eles mesmos resolviam.27 Então Moisés e seu sogro se despediram, e este voltou para a sua terra.

1 Now Jethro, the priest of Midian, Moses' father-in-law, heard of all that God had done for Moses, and for Israel his people, how that Yahweh had brought Israel out of Egypt.2 And Jethro, Moses' father-in-law, took Zipporah, Moses' wife, after he had sent her away,3 and her two sons; of whom the name of the one was Gershom; for he said, I have been a sojourner in a foreign land:4 and the name of the other was Eliezer; for [he said], The God of my father was my help, and delivered me from the sword of Pharaoh.5 And Jethro, Moses' father-in-law, came with his sons and his wife to Moses into the wilderness where he was encamped, at the mount of God:6 and he said to Moses, I, your father-in-law Jethro, have come to you, and your wife, and her two sons with her.7 And Moses went out to meet his father-in-law, and did obeisance, and kissed him: and they asked each other of their welfare; and they came into the tent.8 And Moses told his father-in-law all that Yahweh had done to Pharaoh and to the Egyptians for Israel's sake, all the travail that had come upon them by the way, and how Yahweh delivered them.9 And Jethro rejoiced for all the goodness which Yahweh had done to Israel, in that he had delivered them out of the hand of the Egyptians.10 And Jethro said, Blessed be Yahweh, who has delivered you{+} out of the hand of the Egyptians, and out of the hand of Pharaoh.11 Now I know that Yahweh is greater than all gods; indeed, in the very thing through which they dealt proudly against them.12 And Jethro, Moses' father-in-law, took a burnt-offering and sacrifices for God: and Aaron came, and all the elders of Israel, to eat bread with Moses' father-in-law before God.13 And it came to pass on the next day, that Moses sat to judge the people: and the people stood about Moses from the morning to the evening.14 And when Moses' father-in-law saw all that he did to the people, he said, What is this thing that you do to the people? Why do you sit yourself alone, and all the people stand about you from morning to evening?15 And Moses said to his father-in-law, Because the people come to me to inquire of God:16 when they have a matter, it comes to me; and I judge between a man and his fellow man, and I make them know the statutes of God, and his laws.17 And Moses' father-in-law said to him, The thing that you do is not good.18 You will surely wear away, both you, and this people with you: for the thing is too heavy for you; you are not able to perform it yourself alone.19 Now listen to my voice, I will give you counsel, and God be with you: be for the people toward God, and you bring the causes to God:20 and you will teach them the statutes and the laws, and will show them the way in which they must walk, and the work that they must do.21 Moreover you will provide out of all the people able men, such as fear God, men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens:22 and let them judge the people at all seasons: and it will be, that every great matter they will bring to you, but every small matter they will judge themselves: so it will be easier for yourself, and they will bear [the burden] with you.23 If you will do this thing, and God commands you so, then you will be able to endure, and all this people also will go to their place in peace.24 So Moses listened to the voice of his father-in-law, and did all that he had said.25 And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.26 And they judged the people at all seasons: the hard causes they brought to Moses, but every small matter they judged themselves.27 And Moses let his father-in-law depart; and he went his way into his own land.
