1 Disse o Senhor a Josué:2 Diz ao povo de Israel que designe agora as cidades de refúgio, de acordo com as instruções que dei a Moisés. Se uma pessoa for culpada da morte de alguém, mas sem que o tenha feito com intenção, poderá fugir para uma dessas cidades e ficará protegido de qualquer acção movida contra ele por parte dos parentes do morto, os quais poderiam mesmo tentar matá-lo por vingança.4 Portanto quando o homicida involuntário alcançar uma dessas cidades, deverá ir ter com os conselheiros da cidade e explicar o que aconteceu; eles deixá-lo-ão ficar na cidade e passar a viver ali. No caso de se apresentar um parente do morto pretendendo vingar a sua morte, tirando a vida ao homicida involuntário, este não poderá ser-lhe entregue, visto que aquela morte foi acidental. Portanto o causador da morte por acidente não deverá sair dessa cidade até que tenha sido julgado pelos juízes, e deverá lá viver até à morte do sumo sacerdote em funções à data do acidente. Só então estará livre de regressar à sua própria cidade e ao seu lar.7 As localidades escolhidas como cidades de refúgio foram: Quedes da Galileia nas colinas de Naftali; Siquem nas colinas de Efraim; Quiriate-Arba (também conhecida por Hebrom) nas colinas de Judá.8 O Senhor também deu instruções para que outras três cidades fossem designadas com o mesmo propósito, na margem de lá do Jordão, a oriente de Jericó. Foram elas: Bezer no deserto do território da tribo de Rúben; Ramote de Gileade no território da tribo de Gad; Golã de Basã na terra da tribo de Manassés.9 Estas cidades de refúgio eram também para os estrangeiros que viviam em Israel tanto como para os próprios israelitas; a fim de que, fosse quem fosse que por mero acidente matasse outra pessoa pudesse fugir para lá e ficasse à espera de julgamento, escapando à acção de quem por vingança quisesse tirar-lhe a vida.

1 The LORD also spoke to Joshua, saying,2 Speak to the children of Israel, saying, Appoint for you cities of refuge, of which I spoke to you by the hand of Moses:3 That the slayer that killeth any person unawares and ignorantly, may flee thither: and they shall be your refuge from the avenger of blood.4 And when he that doth flee to one of those cities shall stand at the entering of the gate of the city, and shall declare his cause in the ears of the elders of that city, they shall take him into the city to them, and give him a place, that he may dwell among them.5 And if the avenger of blood shall pursue him, then they shall not deliver the slayer into his hand; because he smote his neighbor ignorantly, and had not hated him before.6 And he shall dwell in that city, until he shall stand before the congregation for judgment, and until the death of the high-priest that shall be in those days: then shall the slayer return, and come to his own city, and to his own house, to the city from whence he fled.7 And they appointed Kedesh in Galilee in mount Naphtali, and Shechem in mount Ephraim, and Kirjath-arba, (which is Hebron) in the mountain of Judah.8 And on the other side of Jordan by Jericho eastward, they assigned Bezer in the wilderness upon the plain out of the tribe of Reuben, and Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh.9 These were the cities appointed for all the children of Israel, and for the stranger sojourning among them, that whoever should kill any person unawares might flee thither, and not die by the hand of the avenger of blood, until he stood before the congregation.
