1 The LORD said to Moses in the plains of Moab by the Jordan at Jericho,2 "Command the people of Israel, that they give to the Levites, from the inheritance of their possession, cities to dwell in; and you shall give to the Levites pasture lands round about the cities.3 The cities shall be theirs to dwell in, and their pasture lands shall be for their cattle and for their livestock and for all their beasts.4 The pasture lands of the cities, which you shall give to the Levites, shall reach from the wall of the city outward a thousand cubits all round.5 And you shall measure, outside the city, for the east side two thousand cubits, and for the south side two thousand cubits, and for the west side two thousand cubits, and for the north side two thousand cubits, the city being in the middle; this shall belong to them as pasture land for their cities.6 The cities which you give to the Levites shall be the six cities of refuge, where you shall permit the manslayer to flee, and in addition to them you shall give forty-two cities.7 All the cities which you give to the Levites shall be forty-eight, with their pasture lands.8 And as for the cities which you shall give from the possession of the people of Israel, from the larger tribes you shall take many, and from the smaller tribes you shall take few; each, in proportion to the inheritance which it inherits, shall give of its cities to the Levites."9 And the LORD said to Moses,10 "Say to the people of Israel, When you cross the Jordan into the land of Canaan,11 then you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there.12 The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.13 And the cities which you give shall be your six cities of refuge.14 You shall give three cities beyond the Jordan, and three cities in the land of Canaan, to be cities of refuge.15 These six cities shall be for refuge for the people of Israel, and for the stranger and for the sojourner among them, that any one who kills any person without intent may flee there.16 "But if he struck him down with an instrument of iron, so that he died, he is a murderer; the murderer shall be put to death.17 And if he struck him down with a stone in the hand, by which a man may die, and he died, he is a murderer; the murderer shall be put to death.18 Or if he struck him down with a weapon of wood in the hand, by which a man may die, and he died, he is a murderer; the murderer shall be put to death.19 The avenger of blood shall himself put the murderer to death; when he meets him, he shall put him to death.20 And if he stabbed him from hatred, or hurled at him, lying in wait, so that he died,21 or in enmity struck him down with his hand, so that he died, then he who struck the blow shall be put to death; he is a murderer; the avenger of blood shall put the murderer to death, when he meets him.22 "But if he stabbed him suddenly without enmity, or hurled anything on him without lying in wait,23 or used a stone, by which a man may die, and without seeing him cast it upon him, so that he died, though he was not his enemy, and did not seek his harm;24 then the congregation shall judge between the manslayer and the avenger of blood, in accordance with these ordinances;25 and the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge, to which he had fled, and he shall live in it until the death of the high priest who was anointed with the holy oil.26 But if the manslayer shall at any time go beyond the bounds of his city of refuge to which he fled,27 and the avenger of blood finds him outside the bounds of his city of refuge, and the avenger of blood slays the manslayer, he shall not be guilty of blood.28 For the man must remain in his city of refuge until the death of the high priest; but after the death of the high priest the manslayer may return to the land of his possession.29 "And these things shall be for a statute and ordinance to you throughout your generations in all your dwellings.30 If any one kills a person, the murderer shall be put to death on the evidence of witnesses; but no person shall be put to death on the testimony of one witness.31 Moreover you shall accept no ransom for the life of a murderer, who is guilty of death; but he shall be put to death.32 And you shall accept no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the high priest.33 You shall not thus pollute the land in which you live; for blood pollutes the land, and no expiation can be made for the land, for the blood that is shed in it, except by the blood of him who shed it.34 You shall not defile the land in which you live, in the midst of which I dwell; for I the LORD dwell in the midst of the people of Israel."

1 Nas planícies de Moabe, perto do rio Jordão, na altura de Jericó, que ficava no outro lado do rio, o Senhor disse a Moisés o seguinte:

2 — Mande que os israelitas, das terras que vão receber, deem aos levitas algumas cidades onde estes possam morar e também terras de pastagens ao redor delas. 3 Essas cidades serão dos levitas, e eles morarão nelas. As terras ao seu redor serão para o gado, para as ovelhas e as cabras e para os outros animais. 4 Os pastos ficarão em volta de toda a cidade, numa distância de quatrocentos e cinquenta metros a partir da muralha. 5 Todo o terreno formará um quadrado de novecentos metros de cada lado, isto é, medirá a mesma coisa a leste e a oeste, ao norte e ao sul. A cidade ficará no meio, e os pastos ficarão em volta.

6 — Deem aos levitas seis cidades para fugitivos. Se um homem, sem querer ou por engano, matar alguém, poderá fugir para uma dessas cidades. Além dessas, vocês darão aos levitas quarenta e duas cidades. 7 Portanto, o total será de quarenta e oito cidades, todas elas com pastos ao seu redor. 8 O número de cidades de levitas em cada tribo será determinado pelo tamanho do seu território, isto é, dos territórios maiores será escolhido um número maior de cidades, e dos territórios menores, menor número de cidades.

9 O Senhor Deus mandou que Moisés 10 dissesse ao povo de Israel o seguinte:

— Quando vocês atravessarem o rio Jordão para entrar em Canaã, 11 deverão escolher algumas cidades para fugitivos, onde poderá ficar morando qualquer homem que, sem querer ou por engano, tenha matado alguém. 12 Ali ele ficará a salvo do parente da vítima que estiver procurando vingança e não morrerá sem ter sido julgado em público. 13 Escolham seis cidades para fugitivos, 14 três a leste do rio Jordão e três na terra de Canaã. 15 Essas seis cidades serão de refúgio, tanto para os israelitas como para os estrangeiros que moram com vocês, seja só por algum tempo, seja para sempre. Quem tiver matado alguém sem querer ou por engano poderá ficar refugiado ali.

16-18 — Se um homem ferir uma pessoa com um objeto de ferro, ou com uma pedra, ou com um pau e causar a morte dessa pessoa, ele é culpado pelo crime e será condenado à morte. 19 Quando o parente mais chegado do morto encontrar o assassino, deverá matá-lo.

20 — Se um homem empurrar o outro com ódio ou jogar alguma coisa contra ele com má intenção, e ele morrer; 21 ou se um homem esmurrar um inimigo, e este morrer, o culpado será morto, pois é um assassino. Quando o parente mais chegado do falecido encontrar o assassino, deverá matá-lo.

22 — Mas pode acontecer que alguém, sem querer, empurre o companheiro que não era seu inimigo; ou atire, sem má intenção, alguma coisa contra ele. 23 Pode acontecer também que alguém, sem ver, atire uma pedra que venha a cair em cima de alguém e cause a sua morte. Porém os dois não eram inimigos, e quem matou não fez isso de propósito. 24 Nesses casos o povo julgará a favor do que matou sem querer e não a favor do homem que era responsável por vingar a morte do seu parente. 25 O povo deverá proteger o homem que matou sem querer, não deixando que ele seja morto pelo parente do homem que morreu. O povo o fará voltar à cidade de refúgio para onde havia fugido, e ali o assassino ficará até a morte do Grande Sacerdote, que foi ungido com azeite sagrado. 26 Mas, se em qualquer tempo o homem que matou alguém sair da cidade de refúgio para onde havia fugido, 27 e o responsável por vingar a morte do seu parente o encontrar, ele poderá matá-lo e não será culpado por essa morte. 28 O homem que matou alguém deverá ficar na sua cidade de refúgio até a morte do Grande Sacerdote, mas depois poderá voltar para a sua casa. 29 Essas ordens serão uma lei para vocês e os seus descendentes, em todos os lugares onde vocês morarem.

30 — Quem matar uma pessoa será condenado à morte, conforme o que duas ou mais testemunhas disserem; uma testemunha só não basta para condenar alguém à morte. 31 A vida de um criminoso condenado à morte não pode ser comprada com dinheiro. Ele será morto. 32 Também não aceitem dinheiro para libertar aquele que tiver fugido para uma cidade de refúgio e que quiser voltar para a sua terra antes da morte do Grande Sacerdote. 33 Portanto, não profanem com crimes de sangue a terra onde vocês vivem, pois os assassinatos profanam o país. E a única maneira de se fazer a cerimônia de purificação da terra onde alguém foi morto é pela morte do assassino. 34 Não tornem impura a terra onde vocês vão morar, pois eu também estou no meio dela. Eu, o Senhor, vivo no meio dos israelitas.
