1 And there was a great cry of the people and of their wives against their brethren the Jews. 2 And there were that said, We, our sons and our daughters, are many, and we must procure corn that we may eat and live. 3 And there were that said, We have had to pledge our fields, and our vineyards, and our houses, that we might procure corn in the dearth. 4 And there were that said, We have borrowed money for the king’s tribute upon our fields and vineyards; 5 yet now our flesh is as the flesh of our brethren, our children as their children; and behold, we must bring into bondage our sons and our daughters to be servants, and some of our daughters are brought into bondage already; neither is it in the power of our hand to redeem them, for other men have our fields and our vineyards.

6 And I was very angry when I heard their cry and these words. 7 And I consulted with myself; and I remonstrated with the nobles and the rulers, and said to them, Ye exact usury, every one of his brother! And I set a great assembly against them. 8 And I said to them, We, according to our ability, have redeemed our brethren the Jews, who were sold to the nations; and will ye even sell your brethren? or shall they be sold unto us? And they were silent and found no answer. 9 And I said, The thing that ye do is not good. Ought ye not to walk in the fear of our God*GodHebrew: Elohim so as not to be the reproach of the nations our enemies? 10 I also, my brethren and my servants, we might exact usury of them, money and corn. I pray you, let us leave off this usury. 11 Restore, I pray you, to them this very day their fields, their vineyards, their olive-gardens, and their houses, also the hundredth part of the money, and of the corn, the wine and the oil, that ye have exacted of them. 12 And they said, We will restore them, and will require nothing of them; so will we do, as thou hast said. And I called the priests, and took an oath of them, that they should do according to this promise. 13 Also I shook my lap, and said, So God*GodHebrew: Elohim shake out every man from his house and from his earnings, that performeth not this promise: even thus be he shaken out and emptied! And all the congregation said, Amen! And they praised Jehovah. And the people did according to this promise.

14 Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even to the thirty-second year of Artaxerxes the king, twelve years, I and my brethren have not eaten the bread of the governor. 15 But the former governors that were before me had been chargeable to the people, and had taken of them bread and wine, besides forty shekels of silver: even their servants bore rule over the people. But I did not so, because of the fear of God*GodHebrew: Elohim16 Yea, also I applied myself to this work of the wall, and we bought no fields; and all my servants were gathered thither for the work. 17 And there were at my table a hundred and fifty of the Jews and the rulers, besides those that came to us from among the nations that were about us. 18 And that which was prepared daily was one ox and six choice sheep; also fowls were prepared for me, and once in ten days all sorts of wine in abundance. Yet for all this I demanded not the bread of the governor; for the service was heavy upon this people. 19 Remember for me, my God*GodHebrew: Elohim for good, all that I have done for this people.

1 Din partea oamenilor din popor și din partea nevestelor lor s-au ridicat mari plângeri*Is. 5:7. împotriva fraților*Lev. 25:35-37.Deut. 15:7. lor iudei. 2 Unii ziceau: „Noi, fiii noștri și fetele noastre suntem mulți; să ni se dea grâu ca să mâncăm și să trăim." 3 Alții ziceau: „Punem zălog ogoarele, viile și casele noastre, ca să avem grâu în timpul foametei." 4 Alții ziceau: „Am împrumutat argint punând zălog ogoarele și viile noastre pentru birul împăratului. 5 Și totuși carnea*Is. 58:7. noastră este ca și carnea fraților noștri, copiii noștri sunt ca și copiii lor; și iată, supunem la robie*Exod 21:7.Lev. 25:39. pe fiii noștri și pe fetele noastre și multe din fetele noastre au și fost supuse la robie; suntem fără putere, căci ogoarele și viile noastre sunt ale altora." 6 M-am supărat foarte tare când le-am auzit plângerile și cuvintele acestea. 7 Am hotărât să mustru pe cei mari și pe dregători și le-am zis: „Ce, voi împrumutați cu*Exod 22:25.Lev. 25:36.Ezec. 22:12. camătă fraților voștri?" Și am strâns în jurul meu o mare mulțime 8 și le-am zis: „Noi am răscumpărat*Lev. 25:48., după puterea noastră, pe frații noștri iudei vânduți neamurilor, și voi să vindeți pe frații voștri? Și încă nouă să ne fie vânduți?" Ei au tăcut, neavând ce să răspundă. 9 Apoi am zis: „Ce faceți voi nu este bine. N-ar trebui să umblați în frica*Lev. 25:36. Dumnezeului nostru, ca*2 Sam. 12:14.Rom. 2:24.1 Pet. 2:12. să nu fiți de ocara neamurilor vrăjmașe nouă? 10 Și eu, și frații mei, și slujitorii mei le-am împrumutat argint și grâu. Să le lăsăm dar datoria aceasta! 11 Dați-le înapoi astăzi ogoarele, viile, măslinii și casele și a suta parte din argintul, din grâul, din mustul și din untdelemnul pe care l-ați cerut de la ei ca dobândă." 12 Ei au răspuns: „Le vom da înapoi și nu le vom cere nimic, vom face cum ai zis." Atunci am chemat pe preoți, înaintea cărora i-am pus să jure*Ezra 10:5.Ier. 34:8,9. că își vor ține cuvântul. 13 Și mi-am*Mat. 10:14.Fapte 13:51;18:6. scuturat mantaua zicând: „Așa să scuture Dumnezeu afară din Casa Lui și de averile lui pe orice om care nu-și va ține cuvântul și așa să fie scuturat omul acela și lăsat cu mâinile goale!" Toată adunarea a zis: „Amin!" Și au lăudat pe Domnul. Și poporul s-a*2 Împ. 23:3. ținut de cuvânt.

14 Din ziua când m-a pus împăratul dregător peste ei în țara lui Iuda, de la al douăzecilea an până la al treizeci și doilea*Cap. 13:6. an al împăratului Artaxerxe, timp de doisprezece ani, nici eu, nici frații mei n-am trăit din veniturile cuvenite*1 Cor. 9:4,15. dregătorului. 15 Înainte de mine, cei dintâi dregători împovărau poporul și luau de la el pâine și vin, afară de cei patruzeci de sicli de argint; chiar și slujitorii lor apăsau poporul. Eu*2 Cor. 11:9;12:13. n-am făcut așa din frică*Vers. 9. de Dumnezeu. 16 Ba mai mult, am lucrat la dregerea zidului acestuia, n-am cumpărat niciun ogor și toți slujitorii mei erau la lucru. 17 Aveam la masă*2 Sam. 9:7.1 Împ. 18:19. o sută cincizeci de oameni, iudei și dregători, afară de cei ce veneau la noi din neamurile de primprejur. 18 Mi se pregăteau*1 Împ. 4:22. în fiecare zi un bou, șase berbeci aleși și păsări și, la fiecare zece zile, se pregătea din belșug tot vinul care era de trebuință. Cu toate acestea, n-am cerut*Vers. 14,15. veniturile cuvenite dregătorului, pentru că lucrările apăsau greu asupra poporului acestuia. 19 Adu-Ți*Cap. 13:22. aminte de mine spre bine, Dumnezeule, pentru tot ce am făcut pentru poporul acesta!
