1 Jetro, sogro de Moisés e sacerdote de Midiã, ouviu falar acerca de todas estas coisas maravilhosas que o Senhor tinha feito pelo seu povo e por Moisés, e como os tinha tirado do Egito. 2 Por isso, Jetro tomou Zípora, a mulher de Moisés, que ele tinha enviado para casa, e trouxe-lha, 3 juntamente com os seus dois filhos. Um dos filhos chamava-se Gerson (estrangeiro ali) porque Moisés disse: "Andei peregrinando por uma terra estrangeira." 4 O outro chamava-se Eliezer (o meu Deus é ajuda), porque disse: "O Deus dos meus pais foi quem me ajudou e me livrou da espada do Faraó." 5 Quando eles chegaram estavam Moisés e o povo acampados junto ao monte de Deus.

6 Então vieram dizer a Moisés: "Jetro, o teu sogro, veio ver-te e trouxe também a tua mulher e os seus dois filhos." 7 Moisés veio ter com eles e recebeu-os calorosamente. Estiveram assim uns momentos trocando cumprimentos e sabendo como passava um e outro. Depois vieram conversar para a tenda de Moisés. 8 Este contou o que lhes tinha acontecido, o que o Senhor tinha feito ao Faraó e aos egípcios a fim de livrar Israel, assim como os problemas que se tinham levantado durante o caminho e como o Senhor lhes tinha dado solução. 9 Jetro ficou muito satisfeito com tudo o que o Senhor fizera a Israel e com a forma como os tirou do Egito.

10 "Louvado seja o Senhor", disse Jetro, "porque vos salvou dos egípcios e do Faraó e resgatou Israel. 11 Agora sei como o Senhor é muito superior a todos os outros deuses, porque livrou este povo, quando os egípcios tratavam este povo com arrogância." 12 Jetro ofereceu sacrifícios a Deus. Depois Aarão e os anciãos de Israel vieram encontrar-se com ele para comerem juntos os alimentos oferecidos perante Deus.

13 No dia seguinte Moisés sentou-se, como habitualmente, para ouvir as petições e queixas de uns contra os outros, que o povo pretendia apresentar-lhe, e isto de manhã à noite. 14 O sogro, vendo o tempo que aquilo lhe tomava, disse-lhe: "Porque é que fazes isso sozinho, deixando o povo o dia todo aguardando a vez de saber a tua opinião?"

15 "É porque o povo é comigo que vem ter para o ajudar a resolver as suas querelas e saber qual a vontade de Deus", respondeu-lhe Moisés. 16 "Eu sou o seu juiz, aquele que decide quem tem ou não razão, e que os instrui no caminho de Deus. Indico-lhes as ordens de Deus que se aplicam aos seus problemas particulares."

17 "Não está certo!", exclamou o sogro. 18 "Estás a desgastar-te; e até mesmo o povo não irá aguentar isto sempre. Escuta Moisés: é uma responsabilidade demasiada para que a suportes sozinho. 19 Ouve o que eu te digo: é um conselho que te vou dar e com certeza que Deus será contigo. Continua a ser tu o advogado deste povo, o seu representante diante de Deus, a quem continuarás a apresentar os seus anseios, e problemas. 20 A eles apresentarás as decisões de Deus e as suas ordens, indicando-lhes os princípios de uma vida de justiça. 21 Mas por outro lado, procura homens dignos, tementes a Deus, honestos e competentes, e nomeia-os juízes, um por cada mil pessoas. Estes mesmos terão à sua responsabilidade dez outros juízes, cada um deles ocupando-se de cem pessoas. Por sua vez, a cada um destes também estarão subordinados dois juízes, um para cinquenta indivíduos. E por fim estes igualmente chefiarão mais cinco que terão a seu cargo as questões de dez pessoas. 22 Que estes indivíduos sejam responsabilizados por servir o povo com justiça a todo o momento. Qualquer assunto de maior importância ou mais complicado podem trazer junto de ti. Mas as pequenas questões devem eles resolvê-las. Assim será mais fácil o teu cargo, se o repartires com eles. 23 Se seguires este conselho e se Deus o aceitar, serás capaz de resistir, de ir até ao fim da tua missão, e haverá paz e harmonia entre o povo."

24 Moisés aceitou o conselho do sogro e pôs em execução a sugestão. 25 Escolheu, de entre todo o Israel, homens competentes e fê-los juízes do povo, por escalões de mil, cem, cinquenta e dez pessoas, 26 e em toda a ocasião à disposição do povo para aplicar a justiça. Os casos mais delicados traziam-nos diante de Moisés, mas todos os outros assuntos julgavam-nos eles próprios.

27 Depois disto, Moisés despediu-se do sogro que regressou à sua terra.

1 When Jethro, the priest of Midian, Moses’ father in law, heard of all that God had done for Moses, and for Israel his people, and that the LORD had brought Israel out of Egypt; 2 Then Jethro, Moses’ father in law, took Zipporah, Moses’ wife, after he had sent her back, 3 And her two sons; of which the name of the one was Gershom; for he said, I have been an alien in a strange land:*18.3 Gershom: that is A stranger there 4 And the name of the other was Eliezer; for the God of my father, said he, was mine help, and delivered me from the sword of Pharaoh:*18.4 Eliezer: that is, My God is an help 5 And Jethro, Moses’ father in law, came with his sons and his wife unto Moses into the wilderness, where he encamped at the mount of God: 6 And he said unto Moses, I thy father in law Jethro am come unto thee, and thy wife, and her two sons with her.

7 And Moses went out to meet his father in law, and did obeisance, and kissed him; and they asked each other of their welfare; and they came into the tent.*18.7 welfare: Heb. peace 8 And Moses told his father in law all that the LORD had done unto Pharaoh and to the Egyptians for Israel’s sake, and all the travail that had come upon them by the way, and how the LORD delivered them.*18.8 come…: Heb. found them 9 And Jethro rejoiced for all the goodness which the LORD had done to Israel, whom he had delivered out of the hand of the Egyptians. 10 And Jethro said, Blessed be the LORD, who hath delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh, who hath delivered the people from under the hand of the Egyptians. 11 Now I know that the LORD is greater than all gods: for in the thing wherein they dealt proudly he was above them. 12 And Jethro, Moses’ father in law, took a burnt offering and sacrifices for God: and Aaron came, and all the elders of Israel, to eat bread with Moses’ father in law before God.

13 And it came to pass on the morrow, that Moses sat to judge the people: and the people stood by Moses from the morning unto the evening. 14 And when Moses’ father in law saw all that he did to the people, he said, What is this thing that thou doest to the people? why sittest thou thyself alone, and all the people stand by thee from morning unto even? 15 And Moses said unto his father in law, Because the people come unto me to enquire of God: 16 When they have a matter, they come unto me; and I judge between one and another, and I do make them know the statutes of God, and his laws.*18.16 one…: Heb. a man and his fellow 17 And Moses’ father in law said unto him, The thing that thou doest is not good. 18 Thou wilt surely wear away, both thou, and this people that is with thee: for this thing is too heavy for thee; thou art not able to perform it thyself alone.*18.18 Thou wilt…: Heb. Fading thou wilt fade 19 Hearken now unto my voice, I will give thee counsel, and God shall be with thee: Be thou for the people to God-ward, that thou mayest bring the causes unto God: 20 And thou shalt teach them ordinances and laws, and shalt shew them the way wherein they must walk, and the work that they must do. 21 Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens: 22 And let them judge the people at all seasons: and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge: so shall it be easier for thyself, and they shall bear the burden with thee. 23 If thou shalt do this thing, and God command thee so, then thou shalt be able to endure, and all this people shall also go to their place in peace. 24 So Moses hearkened to the voice of his father in law, and did all that he had said. 25 And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. 26 And they judged the people at all seasons: the hard causes they brought unto Moses, but every small matter they judged themselves.

27 And Moses let his father in law depart; and he went his way into his own land.
